Abstract
The background of this study is rooted in the Surabaya City Government’s efforts to address unemployment through a digital public service innovation known as the ASSIK (Arek Suroboyo Siap Kerjo) website. The ASSIK website was developed by the Surabaya City Department of Industry and Labor as a platform that connects job seekers with companies online, thereby making it easier for the public to access information on job openings. This study aims to analyze the effectiveness of the ASSIK Website Program in Surabaya. Program effectiveness was measured using Budiani’s (2007) theory, which includes indicators of program targeting accuracy, program outreach, program objectives, and program monitoring. This study employed a descriptive quantitative method, with data collected through the distribution of questionnaires to ASSIK Website users in Surabaya. Data analysis was conducted using descriptive statistics, calculating the mean value for each research indicator. The results indicate that the ASSIK Website Program in Surabaya has been implemented effectively. This is evidenced by the mean scores for program target accuracy (3.02), program objectives (2.99), and program monitoring (2.94), all of which fall within the “good” category. Meanwhile, the program outreach indicator received an average score of 2.49, indicating that the dissemination of information still needs improvement. Overall, the ASSIK website makes it easier for the public to access job vacancy information, expands access to employment opportunities, and supports the improvement of digital-based public services in the field of employment in the city of Surabaya.
