Abstract
Puri Surya Jaya is a company engaged in the development and management of residential areas in Sidoarjo Regency. To support job promotions and human resource development, the company conducts employee performance evaluations. However, the current manual evaluation process is prone to subjectivity, inconsistencies, and is relatively time-consuming. This study aims to design, develop, and implement a Decision Support System (DSS) for employee performance evaluation using the Multi-Objective Optimization on the Basis of Ratio Analysis (MOORA) method. The evaluation is based on five criteria: discipline, teamwork, professionalism, creativity, and performance. The system development utilizes the prototyping method, which includes communication, quick plan and modeling, prototype building, user evaluation, refinement, and final implementation stages. The system was developed as a web-based application with two user roles: Admin and HRD. The results indicate that the system is capable of managing master data including criteria, divisions, periods, employees, and assessments and performing automated MOORA calculations to generate employee rankings based on divisions and evaluation periods. Validation of the MOORA method confirms that the optimization values and ranking results produced by the system are identical to manual calculations, while Blackbox Testing confirms that all system functions operate in accordance with user requirements. Consequently, the developed system supports a performance evaluation process that is more objective, transparent, structured, and systematic, serving as a reliable foundation for job promotion decision-making.
