Abstract
Peneleh Heritage Tourism Village is a history- and culture-based tourist destination in the City of Surabaya that has been developed through the involvement of various stakeholders. This study aims to analyze the value co-creation process in the development of Peneleh Heritage Tourism Village in Surabaya. The study employs a qualitative method with a descriptive approach. Data were collected through observation, interviews, and documentation, and were analyzed using the Miles, Huberman, and Saldana interactive model. This study adopts the Value Co-Creation perspective proposed by Tsai and Chiu (2023), which consists of three stages: mobilization, expansion, and stabilization. The findings indicate that the value co-creation process has been implemented through stakeholder involvement in identifying tourism potential, expanding collaboration, conducting collaborative activities, and supporting the sustainability of tourism development. However, the process has not yet been fully optimized due to limited community participation, inadequate human resources, insufficient tourism-supporting facilities, and dependence on external support. Therefore, strengthening collaboration, enhancing stakeholder capacity, and improving supporting facilities are necessary to achieve the sustainable development of Peneleh Heritage Tourism Village.
