Abstract
This study aims to analyze the strategies implemented by UPN “Veteran” East Java in providing reasonable accommodation for students with disabilities. The research employed a descriptive method with a qualitative approach. Data were collected through interviews, observations, and documentation, and were analyzed using the Higher Education Strategic Management theory, which consists of strategy formulation, strategy implementation, and strategy evaluation. The results show that the strategies adopted by UPN “Veteran” East Java combine both top-down and bottom-up approaches. In the strategy formulation stage, the university established a strong foundation through the formulation of the Bela Negara values, internal and external environmental analyses, and the participatory development of its vision and mission. In the implementation stage, the university developed inclusive policies and programs through the establishment of the Disability Services Sub-Unit (SULD), the provision of academic service guidelines, curriculum modifications, and accessible facilities and infrastructure. However, the implementation process still faces challenges related to coordination, information systems, and data collection of students with disabilities. In the evaluation stage, SULD has conducted regular program evaluations and reporting activities, although participatory evaluation still requires improvement. This study concludes that UPN “Veteran” East Java has demonstrated a commitment to creating an inclusive campus environment; however, further strengthening of implementation and evaluation processes is needed to ensure the optimal provision of reasonable accommodation for students with disabilities.
