Abstract

Every citizen has basic rights that must be fulfilled by the state, one of which is population administration as stated in the 1945 Constitution of the Republic of Indonesia. Demand for population administration documents increases every year with obstacles in the process of making population administration documents. The obstacles faced by the Ngawi Regency Population and Sipi Registration Office are long distances and low public awareness regarding ownership of population administration documents. Therefore, the Ngawi Regency Population and Civil Registration Office implements the “Dimana Anda Kemana Anda” Program (Dinda Kanda Kalayani) to improve the quality of population administration services. The purpose of this study is to describe the implementation of the “Where You Go We Serve” (Dinda Kanda Kalayani) program in improving population administration services in Ngawi Regency using Edward III's policy implementation theory cited by Anggara (2018) including communication, resources, disposition and bureaucratic structure. The research method uses a qualitative method with a case study approach. Data sources used primary data and secondary data. The technique of determining informants using purposive sampling technique was selected by snowball technique. Data collection techniques are interviews, observation and documentation. This research data analysis technique is in the form of data collection, data condensation, data presentation, and conclusion drawing or verification. The validity of the research data uses credibility tests, namely extension of observation, triangulation and using reference materials. The results showed that the implementation of the “Dimana Anda Kemana Anda” (Dinda Kanda Kalayani) program has run optimally, as evidenced by the improvement in the quality of population administration carried out by routine ball pick-up services with the aim of making it easier for people who are constrained by accessibility and equitable distribution of services to be achieved.
