Abstract

This research is motivated because the East Java Provincial DPRD has an important role in mediating the central government to the community, in this case the Public Relations Protocol of the East Java Provincial DPRD has a role in disseminating public information in order to realize information disclosure to the public according to the laws that have been established. This research uses qualitative research methods with a case study approach. The research took place at the DPRD of East Java Province, Surabaya City. Informants in this study were determined by snowball sampling. Data were collected through interviews, observation of documentation and from audio or visual material data. Data were analyzed by reducing data, presenting data, and drawing conclusions. In this study, the data validity test used includes reliability testing, transferability testing, dependability testing, and confirmability testing. The results of this study indicate that the performance of the Public Relations Protocol of the East Java Provincial DPRD Secretariat is applied in five indicators to measure the performance of public organizations, namely (1) Productivity, seen in the completion of information publication services and services to board members is quite good and arranged. (2) Service quality, can be seen from the East Java Provincial Parliament PPID information service in responding to public requests in a timely manner. (3) Responsiveness, can be seen from the system and flow of requests that are clear, open to the public and fast completion time. (4) Responsiveness can be seen from the organizational structure and the implementation of its duties and functions that are in accordance with established regulations. (5) Accountability can be seen in the responsibility of public relations in completing its performance to produce transparent services. Even so, public relations also has obstacles, namely there is a buildup in sending news which causes delays in sending news.
