Abstract
The implementation of e-government is an effort by regional governments to utilize information and communication technology to increase government efficiency, effectiveness, transparency and accountability. The purpose of this research is to analyze the influence of (1) e-government implementation on employee performance, (2) digital competency on employee performance, (3) e-government implementation on employee performance through organizational commitment and (4) digital competence on employee performance through organizational commitment. The population of this study were employees of the State Civil Apparatus at the Regional Secretariat of Gresik Regency with a total of 114 people as respondents. The data used is primary data through distributing questionnaires to respondents. The analysis was carried out using the Partial Least Square (PLS) method using Smart PLS version 3.0 software. The research results conclude that (1) e-Government has non-significant effect on employee performance, (2) digital competence has a significant positive effect on improving employee performance, (3) e-Government has a significant effect on employee performance through organizational commitment and (4) content digital has a significant effect on performance through organizational commitment,
