Abstract
This study aims to examine and analyze the effects of training and competency on employee performance within the Non-Business Licensing and Non-Licensing Services Team at the Surabaya City Investment and One-Stop Integrated Services Agency (DPMPTSP). This study is motivated by a gap between the high level of administrative service achievement and the continued presence of public complaints regarding employees’ preparedness and attitudes in delivering services, which are presumed to be associated with training and employee competency that have not yet been fully optimized. This study employed a quantitative approach, with a population and sample of 64 employees selected using a saturated sampling technique (census). Data were collected through questionnaires and analyzed using Partial Least Squares–Structural Equation Modeling (PLS-SEM) with SmartPLS software. The results indicate that both training and competency have positive and significant effects on employee performance, with training making a relatively greater contribution than competency. This implies that higher-quality training programs and greater employee competency lead to more optimal service performance. The study emphasizes that strengthening training and competency development are two complementary human resource management strategies that should be implemented continuously to improve the quality of public service performance at the Surabaya City DPMPTSP.
