Abstract
This study aims to analyze the implementation of collaborative governance in the management of a non-formal education learning space at Taman Pelangi, Kenjeran Area, Surabaya. The research is motivated by the importance of collaboration among various stakeholders in providing non-formal education services to improve educational access and quality for children living in coastal communities. This study employed a qualitative research method with a descriptive approach. Data were collected through interviews, observations, and documentation involving the management of Komunitas Pelajar Mengajar Surabaya, volunteer teachers, and parents of students. Data were analyzed using the interactive analysis model of Miles, Huberman, and Saldaña. The research focused on the collaborative governance framework proposed by Ansell and Gash (2008), consisting of starting conditions, institutional design, facilitative leadership, and collaborative process. The findings indicate that collaborative governance in managing the learning space has been implemented effectively. The initial conditions of collaboration were supported by a shared commitment to improving children’s educational access. Institutional design was reflected in clear role distribution, coordination mechanisms, and communication among stakeholders. Facilitative leadership was demonstrated through the coordinator’s role in facilitating collaboration and ensuring program sustainability. The collaborative process was characterized by intensive communication, trust-building, shared commitment, and active participation among stakeholders. However, several challenges remain, including limited resources, inconsistent volunteer participation, and inadequate learning facilities. Therefore, strengthening coordination, enhancing volunteer capacity, and increasing support from broader stakeholders are essential to ensure the sustainability of the program.
