Abstract

The Digital Population Identity (IKD) is a national programme organised by the Directorate General of Population and Civil Registration as part of the digital transformation of population administration services. This programme aims to improve ease of access to services, administrative efficiency and the quality of public services. As a regency that supports digital-based governance, Tuban Regency successfully won the 2024 Digital Government Award. However, the IKD activation rate in Tuban Regency remains relatively low, standing at 2.87 per cent of the 986,124 residents required to hold an electronic ID card as of October 2025. This situation indicates that the public’s utilisation of IKD services has not yet been optimal or inclusive. This study aims to analyse the public value of Digital Population Identity services at the Tuban Regency Population and Civil Registration Office. The study employs a descriptive method with a qualitative approach. Data were collected through observation, in-depth interviews and documentation, whilst informants were selected using purposive sampling. The research analysis refers to the dimensions of public value according to Faulkner and Kaufman (2018), namely outcome achievement, trust and legitimacy, service delivery quality, and efficiency. The results show that the Digital Population Identity (IKD) service is able to facilitate access to population administration, improve the efficiency of service delivery in terms of time and cost, strengthen public trust in the legality and security of digital identities, and is supported by the quality of service provided by responsive staff. Despite the use of digital identity, public services remain sub-optimal due to low levels of digital literacy amongst the public, a lack of compatible devices, and the failure to integrate the use of digital identity across all public services. Therefore, there is a need to strengthen public awareness campaigns, enhance collaboration with various stakeholders, and expand the integration of digital identity to enhance public value in civil registration services.
