Abstract

The high percentage of rent payment arrears at Wonocolo Public Rental Housing (Rusunawa) has become a challenge to maintaining the sustainability of housing management for Low-Income Communities (MBR). This study aims to analyze the effects of Attitude toward the Behavior (X1), Subjective Norm (X2), and Perceived Behavioral Control (X3) on Rent Payment Compliance (Y) through Rent Payment Intention (Z) as an intervening variable. The study integrates the Theory of Planned Behavior (TPB) and the Behavioral Public Administration (BPA) perspective to explain tenants’ compliance behavior within the context of public policy. This study employed a causal-associative quantitative approach using a survey method. The research population consisted of 279 household heads residing in Wonocolo Public Rental Housing. A total of 167 respondents were selected using simple random sampling based on Slovin’s formula with a 5% margin of error. Data were collected through a 4-point Likert scale questionnaire and analyzed using Structural Equation Modeling–Partial Least Squares (SEM-PLS) with SmartPLS 4.0. The results indicate that Attitude and Subjective Norm have a positive and significant effect on Rent Payment Intention (T-statistics > 1.96; P-values = 0.000). Perceived Behavioral Control does not significantly affect Rent Payment Intention (P-value = 0.317), but it has a positive and significant direct effect on Rent Payment Compliance. In addition, Rent Payment Intention is proven to have a positive and significant effect on Compliance. The model evaluation shows R² values of 0.510 (51%) for Rent Payment Intention and 0.690 (69%) for Rent Payment Compliance, indicating that the model possesses substantial explanatory power. The findings conclude that tenants of Wonocolo Public Rental Housing generally have a strong intention to fulfill their rent payment obligations. However, actual compliance is more strongly influenced by the availability of financial resources and the ease of payment access at the due date. These findings suggest that rent arrears are not merely caused by a lack of willingness to comply, but also by resource constraints faced by tenants. Therefore, improving compliance requires not only administrative sanctions but also more adaptive policies, responsive services, and stronger trust between tenants and housing management.
