Abstract
This study aims to determine and analyze the Evaluation of the Pesona Buaya Program (Mentoring, Synergy, and Socialization of Business Licensing for MSMEs in Surabaya City) in increasing business legality ownership. The study uses a qualitative descriptive approach with data collection techniques through interviews, observation, and documentation. Research informants include program implementers, DPMPTSP Surabaya City service officers, parties involved in program implementation, and MSMEs participating in the Pesona Buaya Program. Data analysis was carried out using the Miles and Huberman interactive model, while data validity was tested through triangulation of sources, techniques, and time. The results of the study indicate that the Pesona Buaya Program has run well based on the four evaluation aspects of the CIPP model (Context, Input, Process, Product). In the context aspect, the program has high relevance because it is designed based on the real needs and problems of MSMEs, such as low understanding of business legality, limited digital literacy in the use of OSS, and low awareness of the importance of business legality. In terms of input, the program is supported by competent human resources, adequate facilities and infrastructure, and synergy with various stakeholders, although at the beginning of its implementation there was no dedicated budget. In terms of process, socialization activities, assistance in obtaining a Business Identification Number (NIB), and strengthening synergy with various agencies have been implemented according to plan and have been able to reach a wider range of MSMEs through an outreach approach. Meanwhile, in terms of product, the program has succeeded in increasing MSMEs' understanding and awareness of the importance of business legality, increasing the number of NIB owners, and opening access to financing, marketing, business partnerships, and various other business development opportunities. Overall, the Pesona Buaya Program has contributed to increasing ownership of business legality while supporting the development and competitiveness of MSMEs in the city of Surabaya.
