Abstract

The implementation of the Electronic-Based Government System (SPBE) is one of the Indonesian government's efforts to enhance public service transparency through the utilization of information technology. This study aims to analyze the implementation of SPBE in improving public service transparency in Sidoarjo Regency. This research employed a qualitative method with a descriptive approach. Data were collected through interviews, observations, and documentation. The analysis was based on George Edward III’s policy implementation theory, which consists of four dimensions: communication, resources, disposition, and bureaucratic structure. The findings indicate that the implementation of SPBE in Sidoarjo Regency has been carried out relatively well through strengthened regulations, improved coordination among regional government agencies, and the development of digital-based public services. However, several challenges remain, including limited information technology human resources, suboptimal system integration, and varying levels of understanding among regional government agencies. Therefore, efforts to enhance human resource capacity, strengthen inter-agency coordination, and optimize system integration are essential to support more effective public service transparency through the implementation of SPBE.
