Abstract
Population administration is crucial for fulfilling the constitutional rights of citizens, including Inmates (WBP). This study aims to analyze the Implementation of Population Administration Services for Inmates at the Class IIB Detention Center (Rutan) Gresik by the Population and Civil Registry Office of Gresik Regency, and to identify its supporting and inhibiting factors. This study applies a descriptive qualitative approach, collecting data through interviews, observations, and documentation. The analysis is guided by George C. Edward III’s policy implementation theory, which covers communication, resources, disposition, and bureaucratic structure. The results show that communication between agencies is clear and consistent. Resources (personnel and specialized equipment) are sufficient, despite internet connection fluctuations. The disposition aspect reflects strong commitment and a humanistic service approach from implementors. However, in the bureaucratic structure, there is no specific Standard Operational Procedure (SOP) for population services in the detention center; technical execution still relies on general SOPs, Gresik Regent Regulation No. 11 of 2020, and situational adjustments. The primary supporting factor is high commitment and harmonious inter-institutional cooperation, while the main inhibiting factors are the absence of a rutan-specific SOP and the high turnover of inmates due to trial schedules.
