Abstract
This study aims to evaluate the causal impact of the Gresik Special Economic Zone (SEZ) on the unemployment rate and economic growth in Gresik Regency. The study is motivated by the paradox between the high level of labor absorption and investment within the Gresik SEZ and the relatively high unemployment rate in Gresik compared to other regencies in East Java. This research employs a quantitative approach using a quasi-experimental design through the Difference in Differences (DiD) method. Gresik Regency is designated as the treatment group, while Sidoarjo and Lamongan Regencies serve as the control groups. The study utilizes panel data from 2015–2025 obtained from Statistics Indonesia (BPS), with control variables including population, mean years of schooling (MYS), economic growth, and total of industries. The findings indicate that the implementation of the Gresik SEZ causally reduced the open unemployment rate by 0.705 percentage points relative to the control regions and the effect is statistically significant. However, the Gresik SEZ has not shown a significant effect on economic growth compared to the control regions. These findings suggest that the Gresik SEZ has been relatively effective in promoting labor absorption, although its contribution to regional economic growth has not yet been optimal.
