Abstract
Micro, Small, and Medium Enterprises (MSMEs) are one of the main pillars of the national economy, contributing more than 60% to Indonesia's Gross Domestic Product (GDP). In East Java Province, the number of MSMEs will reach 9.78 million business units by 2024, thus having great potential in supporting regional economic growth. To increase the competitiveness of MSMEs, the East Java Provincial Government introduced the "East Java Online Shopping"(Jatim Bejo) program through Governor Regulation Number 61 of 2021 as an online government procurement platform for goods and services with a maximum transaction value of IDR 200,000,000. This program aims to expand market access for local MSMEs, particularly the food and beverage sector. This research uses a qualitative approach with a case study type that focuses on the empowerment of food and beverage MSMEs in Surabaya City through the East Java Provincial Procurement Bureau. The research analysis uses Edi Suharto's empowerment theory which includes indicators of strength, protection, support, and development. Research results show that the Jatim Bejo program has improved business actors' digital capacity, transaction security, business legality, turnover, and expanded market access. However, challenges remain, including low digital literacy and unequal participation among some MSMEs.
