Abstract
The implementation of the Rumah Ilmu Arek Suroboyo (RIAS) Program as an effort to fulfill the educational rights of children from low-income families in Surabaya City. The study employs a descriptive qualitative approach, with data collected through interviews, observations, and documentation. Informants include program managers, mentors, supervisors, relevant government agencies, and program beneficiaries. Data were analyzed using the interactive model of Miles, Huberman, and Saldaña, with data validity ensured through triangulation techniques. The findings indicate that the implementation of the RIAS Program has been relatively effective based on four aspects. In terms of environmental conditions, the program provides a conducive learning and nurturing environment, although challenges in children’s adaptation remain. Regarding inter-organizational relationships, strong cross-sector collaboration supports both administrative and operational aspects of the program. In terms of resources, facilities and institutional support are adequate; however, limitations in human resources, particularly the ratio of supervisors to children, hinder optimal service delivery. Meanwhile, the characteristics and capabilities of implementing agents demonstrate strong managerial and technical capacity, reflected in structured activities, adaptive approaches, and responsiveness in handling children’s issues. Overall, the RIAS Program contributes to expanding educational access for children from disadvantaged backgrounds. However, strengthening human resources is necessary to ensure more equitable and optimal program outcomes.
