Abstract
The rapid growth of technology has significantly impacted various sectors, including governance. One such innovation is the Rumah Aspirasi program, initiated by the Deputy Mayor of Surabaya, which serves as a platform for citizens to express their aspirations. Previously, this process was conducted manually, often causing delays and errors in the management of citizen feedback. This study aims to develop an Android-based Rumah Aspirasi application to streamline employee tasks and enhance interaction between the public and government officials. The system was developed using the Rapid Application Development (RAD) methodology with two iterations prior to implementation. Testing was carried out using Blackbox and User Acceptance Testing (UAT) methods to assess functionality and user acceptance. The findings demonstrate that the application operates effectively and improves the efficiency of managing citizen aspirations in Surabaya. These results are reinforced by UAT scores, which show an average eligibility rate exceeding 93% across four main aspects: Functionality (95%), Reliability (93.3%), Usability (93.3%), and Efficiency (95.8%). Therefore, the developed application is considered highly suitable for user needs and can serve as a model for similar systems in other governmental contexts.
