Abstract

Population administration services are an important form of public service in ensuring the fulfillment of civil rights, particularly in the issuance of death certificates. The Jombang Regency Government, through the Population and Civil Registration Office, has developed the Ning Yaonah Program as an e-government-based service innovation. However, in its implementation, various problems have been found, such as low utilization of online services, limited digital literacy among the community, and suboptimal service performance according to the established standards. This study aims to evaluate the implementation of the Ning Yaonah Program in death certificate services in Jombang Regency. The method used is qualitative research with a descriptive approach. Data collection techniques were conducted through interviews, observations, and documentation. The evaluation analysis used William N. Dunn's theory, which includes six criteria, namely effectiveness, efficiency, adequacy, equity, responsiveness, and accuracy. The results of the study show that the Ning Yaonah Program has provided easy access to digital death certificate services. However, at the program implementation level, it has not been running optimally, especially in terms of effectiveness, efficiency, adequacy, equity, responsiveness, and accuracy. The main obstacles include limited human resources, uneven network infrastructure, a Ning Yaonah system that is still difficult to understand, and a lack of socialization.
