Abstract
The service of the outreach program for printing birth certificates directly (Cak Duladi) is an innovative program from the Jombang Regency Population and Civil Registration Office (Dispendukcapil) which is aimed at bringing services closer to the community for easier access and increasing the number of birth certificate ownership in Jombang Regency. The outreach program for printing birth certificates directly (Cak Duladi) is implemented by a special team from the Jombang Regency Population and Civil Registration Office. This study aims to determine the strategy of the Jombang Regency Population and Civil Registration Office based on the outreach program using strategic management theory including four variables, namely, strategic analysis and planning, strategic formulation and decision making, strategic choice, and strategic implementation. This research is descriptive qualitative with data collected through interview, observation, and documentation techniques. Based on the results of the study, it was found that this program is an alternative strategy chosen in order to increase the number of birth certificate ownership in the Jombang Regency area. Although the program faced a number of obstacles in the process, the research results showed that Cak Duladi's outreach initiative ran well and effectively and had a positive impact on both the community in obtaining birth certificate documents and on the Jombang Regency Population and Civil Registration Office in terms of improving public service performance.
