Abstract
Transformation is a change, in this research the change aimed at is the placement and protection services provided to PMIs, focusing on the UPT P2TK overseen by the Department of Labor and Transmigration of East Java Province. In this study, agile governance is the focus of research with the theory proposed by Luna which includes 6 principles, among them good enough governance where governance is adjusted to the organization's context, business-driven where all decisions are based on business existence, human-focused where society plays a crucial role in participating, based on quick wins that promote more results, systematic and adaptive approach that can face changes and has strategic solutions, as well as a simple design and continuous refinement of that design perfected for sustainability. Through this focus, the aim of this research is to identify, describe, and analyze the application of agile governance in PMI services, particularly in placement and protection services for Indonesian Migrant Workers. The research results indicate that UPT P2TK has transformed from conventional services to revolutionary services.
