Abstract
The Regional Drinking Water Company (Perumdam) Tirta Umbulan, Pasuruan City, faces challenges in increasing the effectiveness of its customer receivables collection strategy. This study aims to develop a Decision Support System (DSS) called Tirta Optima that can assist management in determining optimal collection actions. The method used is a combination of Fuzzy Analytical Hierarchy Process (FAHP) to determine criteria weights and Particle Swarm Optimization (PSO) to generate the best collection priority and action based on customer arrears data. This system is designed and implemented using the C# programming language and the ASP.NET Core 8 framework with a Model–View–Controller approach. The test results show that the Tirta Optima application is able to provide accurate and consistent priority and action recommendations, demonstrated through accuracy tests against manual calculations and Spearman's Rho and Kendall’s Tahu correlation tests that produce high consistency values. Thus, the Tirta Optima DSS can be an effective solution in supporting strategic decision-making related to customer receivables collection at Perumdam Tirta Umbulan, Pasuruan City.
