Abstract
In fulfilling public service needs, the government has a responsibility in its implementation. One such example is the Civil Registry and Population Office of Pasuruan Regency, which has introduced an innovative solution to meet administrative needs related to population and civil registration: the Electronic Population Administration Service Kiosk (E-Pak Ladi) in Kejapanan Village, Pasuruan Regency. In its implementation, there are various challenges, including inconsistencies in standard operating procedures (SOPs) for processing applications and a lack of coordination between verifiers and E-Pak Ladi operators, which has led to delays in processing applications. The purpose of this study is to describe the implementation of the E-Pak Ladi kiosk in Kejapanan Village, Pasuruan Regency. The research method used is a qualitative case study. Data analysis techniques include data collection, data condensation, data presentation, and drawing conclusions. The focus of this research is on the factors that need to be considered in policy implementation according to Warwick in Subianto 2020, namely organizational capacity, information, support, and distribution of potential. The results of the study indicate that the E-Pak Ladi kiosk in Kejapanan Village has met the civil registration needs of its community or can be said to have been implemented effectively. Organizational capacity is adequate, but there are delays in completion due to a lack of coordination between verifiers and operators. The information provided about E-Pak Ladi is clear, and there is positive support from various parties, including the Pasuruan Regency Population and Civil Registration Office, the Kejapanan Village Office, and the community. The distribution of potential is clear and structured.
