Abstract

The development of information technology, actors, also world conditions and situations have made diplomacy increasingly diverse in terms of objectives and implementation instruments. As a developed country and supported by rapid technological developments, Japan is one of the countries that utilizes its strength in the popular culture sector, especially anime and cosplay. The Japanese government is pursuing public diplomacy in popular culture through the Cool Japan policy. Cool Japan refers to the Japanese government efforts to increase the spread of its culture globally so that it can improves the economic growth of its country. During the administration of Prime Minister Shinzo Abe, the involvement of popular culture in Japanese government’s diplomatic policy has strengthened. In Indonesia, Japanese popular culture such as cosplay has growth in various regions and followed by other Japanese popular culture communities. Therefore, the Japanese government utilizing the interest of Indonesian people in Japanese popular culture as a medium for public diplomacy. The purpose of this study is to describe how public diplomacy is carried out by the Japanese government through Cool Japan’s cosplay in Indonesia in 2018. This study was analyzed using a descriptive-qualitative research method using secondary data backed by primary data, which uses data collection techniques in the form of interviews, as well as literature studies by collecting information obtained from various books, newspapers, and previous scientific research works, using a public diplomacy framework and describing it with 3 elements according to Andreas Pacher in 2018, namely, inter-governmental actions (government), strategic public parties (strategic public), and the wider community level (mass public).
