Abstract

Technological developments in the digital era have brought significant changes in the management of public services, one of which is through the implementation of E-Government as an innovative solution. One form of implementing E-Government in Indonesia is PLAVON Dukcapil, a digital service system developed by the Population and Civil Registration Service (Dispendukcapil) of Sidoarjo Regency. This system is designed to integrate information and communication technology to facilitate the processing of population documents online, thereby allowing wider, faster and more efficient access for the public. This research aims to evaluate the success of the implementation of PLAVON Dukcapil and analyze the factors that most influence its success. The DeLone & McLean ISSM framework is adopted as a theoretical basis, covering six main dimensions: information quality, system quality, service quality, format, content, and user satisfaction and net benefits. This research involved 400 respondents from the Sidoarjo community who were active users of PLAVON Dukcapil services. The collected data was analyzed using SmartPLS 3 software, which is based on the Partial Least Squares-Structural Equation Modeling (PLS-SEM) method. The research results show that all dimensions in the DeLone & McLean ISSM have a positive influence on the successful implementation of PLAVON Dukcapil.
