Abstract

Along with the arrival of foreign nationals from various countries to the city of Surabaya lately, it causes an increase in population almost every year. In population documents about the Certificate of Residence (SKTT) owned by foreigners is very necessary now to increase supervision in terms of population administration and to fulfill the orderly administration of population for foreigners if they want to live in Surabaya. So the purpose of this research is to find out the supervision of the implementation of SKTT for foreigners who come and will settle in Surabaya City, in order to prevent the occurrence of population administration disorder. Descriptive qualitative approach with the intention of providing a comprehensive picture with data collection techniques of observation, interviews, and documentation. Getting new findings, namely in (1) setting work standards is optimal, because the supervision of the Disdukcapil in setting SOPs in monitoring services for foreigners refers to the Decree of the Head of the Population and Civil Registration Service Number: 188.4/2037/436.7.11/2022 concerning Service Standards of the Population and Civil Registration Service or more specifically in Appendix 28 (twenty-eight) dated 08 February 2022, namely the Service Standard for Recording Biodata of Foreigners with Permanent Residence Permits. (2) In measuring work results, it has played a maximum role. Because in this indicator of measuring work results where in the previously established SOP. The Disdukcapil party, of course, measures how supervision is assisted by external parties such as Satpol PP to carry it out. Beyond that, the way of measuring where Disdukcapil by directly seeing the impact caused by the new SOP is better than the old SOP. (3) In corrective action for this, it has played a maximum role. It can be seen that there are several things that are done by Disdukcapil to respond if there are discrepancies with the SOP in SKTT supervision activities. Such as holding an evaluation with direct direction from the head of the field after that it is forwarded to the section head of the evaluation section to get solutions related to the problems that are happening.
