Abstract
Every child has the right to survival, growth, and protection from violence for their welfare, which requires support from the government. This is because cases of violence against children continue to increase from year to year. This research was conducted based on the phenomenon of an increase in cases of child abuse caused by family factors and a lack of childcare knowledge. This phenomenon is the basis for the Government to launch PUSPAGA services as the closest step in preventing cases of child abuse in the family sphere that can be accessed digitally, especially in Surabaya City. This study aims to determine the process of Digitalization of Puspaga Services in Preventing Child Abuse in Surabaya City which is analyzed based on the five focus elements of Rogers' innovation theory, namely: relative advantage, compatibility, complexity, trialability, and observability. The research method uses descriptive qualitative data collection techniques in the form of interviews, observation, and documentation. The results showed that the process of digitizing puspaga services has gone well with the innovation of the SIAP PPAK application which is digitally integrated through counseling services. Although there are still obstacles encountered, namely community understanding of digital technology, especially the SIAP PPAK application and network constraints, but can be overcome by more intensive socialization by the Puspaga Facilitator and the provision of additional facilities for service users if network constraints occur
