Abstract
Providing access to adequate sanitation, specifically latrines, is an important role in creating Open Defecation Free (ODF) villages and is a step to overcome open defecation. The number of people who practice open defecation in the river is a result of the habits of people who are less aware of the importance of maintaining a clean and healthy environment. This research was conducted based on the phenomenon that many people practice open defecation in Tuban District, especially in Tingkis Village, which has the highest open defecation rate as of August 2023. Through the Jamban Stimulant Program, the government of Tuban District is trying to reduce the rate of open defecation. This study aims to determine the implementation process as well as the supporting and inhibiting factors for the implementation of the latrine stimulant program in Tingkis Village. To answer the research questions above, the researcher used the Van Meter and Van Horn model policy implementation theory approach based on six elements of research focus, namely standards and objectives, resources, communication between implementers, characteristics of implementing organizations, social, economic and political environmental conditions, and implementer attitudes. Using qualitative research methods with data collection techniques, namely interviews, observation and documentation. The results of this study indicate that the Implementation of the Healthy Latrine Stimulant Program in Tingkis Village, Tuban Regency has been carried out well, but there is still a need for improvement in meeting latrine building standards and in terms of budget.
