Abstract
The E-SAMSAT program aims to make it easier for motor vehicle taxpayers to make tax payments without having to visit the SAMSAT office. This research was conducted to determine the implementation of the E-SAMSAT program in East Surabaya. This research uses a qualitative descriptive method with data collection techniques of observation, interviews and document study. This research uses David C. Korten's theory of program success which has three elements, namely program, implementing organization, target group. Based on the research results, the implementation of the E-SAMSAT program in East Surabaya has been implemented well because the program aims to make tax payments easier for the public. The implementing organization, namely the East Surabaya SAMSAT Office, has implemented training for its staff or employees and was received positively by the staff or employees. Target group, the implementation of the E-SAMSAT program in East Surabaya can solve problems that exist in society, namely making it easier for the community, because when the E-SAMSAT program was not yet published, many people were burdened with paying motor vehicle taxes, especially in terms of time and operational costs.
