Abstract
Performance appraisal is the most important thing for an agency or company. In accordance with the Government Regulation of the Republic of Indonesia Number 46 of 2011 concerning the Assessment of Work Performance for Civil Servants (PNS), that in order to realize the development of civil servants based on a work performance system, it is necessary to evaluate employee performance. The Informatics Governance Sector has duties in the field of electronic-based government services (e-Gov). This field has a website-based application called E-Kinerja Sidoarjo. This application functions to control, monitor, and evaluate employees in order to encourage civil servant performance improvement. However, the Informatics Governance Sector has problems such as the absence of a notification feature so that there are still many civil servants who are left behind in filling out activity assignments in each filling period. Currently, the development of mobile technology has increased significantly. Various activities have been carried out in mobile because it is easy, fast, and can be done anywhere. The number of smartphone users continues to increase from year to year and is predicted to continue to increase. Based on these problems, it is necessary to develop a mobile-based E-Kinerja application, especially on the Android platform which is equipped with a notification feature. It is hoped that the results of the development of the Android-based E-Performance Application can make it easier for Sidarjo District Civil Servants to fill out and assess activity assignments. In addition, it is hoped that the number of civil servants who are lagging behind in filling out activity assignments will also decrease with the notification feature that will be sent by the application every 1 day before the last day of filling in activity tasks in each period.
