Abstract
This study examines the role of Bulog to maintain price stability as well as the satisfaction and loyalty of rice consumers in Mojokerto Regency. The purpose of this study is to describe the procurement mechanism of grain and rice and the supporting and inhibiting factors of procurement and to analyze the factors that affect the satisfaction and loyalty of Bulog rice consumers. This research will be carried out in February-May 2025 in Mojokerto Regency. The non-probability sample type, which is performed by chance, is used for the determination of the location of the sample. A total of 100 respondents who were met by chance and willing to participate were used for sample determination. The analysis used descriptive analysis to analyze the procurement mechanism, and PLS SEM for factors that affect Bulog rice consumer satisfaction and loyalty. The results of the study show that the grain and rice procurement mechanism at BULOG Mojokerto has been running effectively through direct purchase patterns, PPL and Babinsa support, and grain pick-up strategies, although they still face obstacles in the form of inconsistency in grain quality and delays in field coordination. In the SEM-PLS analysis, it was found that not all variables had a significant effect on satisfaction and loyalty. Variables of quality, service, and location have a positive effect on satisfaction, which in turn increases consumer loyalty. In contrast, price has no significant effect on loyalty, and brand image does not have a significant effect on satisfaction. These findings show that BULOG's price stability has created situational loyalty, while improving quality, service, and location access remain the determining factors in increasing consumer satisfaction. Therefore, BULOG Mojokerto needs to innovate, especially in terms of price and brand strengthening to maintain the sustainability of rice consumption in the community.
