Abstract
Organizational Citizenship Behavior (OCB) is an important aspect in supporting the achievement of organizational effectiveness and efficiency, especially in the public sector. OCB refers to voluntary behavior performed by employees outside their main duties but which contributes positively to the organization as a whole. In government agencies such as the East Java Provincial Marine and Fisheries Service, the existence of OCB behavior is very much needed to improve the quality of public services and support organizational performance. This research is motivated by the importance of encouraging civil servants to exhibit OCB behavior, especially amid the challenges of complex bureaucratic work and the need for professional and responsive services. This study focuses on two main factors that are believed to influence OCB behavior, namely Career Development and Perceived Organizational Support. Career development reflects the extent to which the organization provides opportunities and direction for employees to advance their careers. Meanwhile, perceived organizational support refers to the extent to which individuals feel that the organization values their contributions and cares about their well-being. These two factors are seen as important stimuli that can encourage employees to voluntarily perform additional tasks, help colleagues, and show loyalty to the organization. The research question in this study is whether there is a significant influence between career development and perceived organizational support on organizational citizenship behavior among civil servants at the Marine and Fisheries Department of East Java Province. This study aims to analyze and test the relationship and influence between these variables, in order to provide strategic recommendations for improving civil service performance through sustainable OCB behavior.
