Abstract
This study analyzes the implementation of the Poedak application at the Office of Population and Civil Registration of Gresik Regency. The results indicate that although the Poedak application has been deployed, its implementation is not yet fully optimal. The communication factor is ineffective, as many residents are unaware of the application and prefer to handle administrative matters directly at government offices. The lack of comprehensive outreach has been a major obstacle. The resource factor is also inadequate, with limited staff and facilities affecting service effectiveness. However, the distribution of information and authority is fairly well managed. The disposition factor has been well managed, with staff understanding and committing to the implementation of Poedak, although response times to issues still need improvement. The bureaucratic structure is well-regulated through existing SOPs.
