Abstract
The implementation of public services in Indonesia is regulated by Law Number 25 of 2009, which includes various activities to meet service needs in accordance with regulations for every citizen and resident. These services include goods, services, or administrative services provided by public service providers. In addition, through Presidential Instruction Number 3 of 2003 concerning national policies and strategies for the development of E-government, communication and information technology is utilized in the government process to improve the efficiency and effectiveness of government administration. One of the innovations in e-government-based public services introduced by the Chief of Police is the Digital Korlantas Polri application in the form of the SINAR Service, which aims to provide more effective and efficient public services in the process of extending a Driving License (SIM) which can be accessed online. This study aims to describe the innovation of the Korlantas Polri Digital Application in the SINAR Service (SIM Nasional Presisi) at SATPAS Colombo Surabaya. This study uses a qualitative descriptive approach method. The results of the study show that: 1) Relative Advantages, this innovation was quickly accepted, although there were internal challenges related to the applicant's digital signal and literacy. 2) Compatibility, the acceptance of innovation is fast, but some people still do not know about SINAR services because the socialization is not yet comprehensive. 3) Complexity, the acceptance of innovation is slow in some people due to complexity and technical constraints, although some applicants consider this application easy to use. 4) Triability, the acceptance of innovation is positive and fast because of internal trials by the development team, Satpas staff, and a twoweek trial with SIM applicants who successfully identified and fixed problems, ensuring that the application meets user needs. 5) Observability, the innovation is quickly accepted in the community but there are still shortcomings in the data collection of applicant queues by Satpas officers that need to be considered.
