Abstract
The Electronic Identity Card (KTP-el) is an essential civil document issued by the Population and Civil Registration Office and is mandatory for every Indonesian citizen aged 17 and over. According to Law Number 24 of 2013 on Population Administration, the purpose of population administration is to provide legitimacy to the identity of citizens, legal certainty over civil documents from birth to death, and civil rights to the population. Additionally, population administration aims to establish orderly administration for the development of public services and other sectors.However, in practice, many citizens do not adhere to administrative regulations, one of which is not possessing a KTP-el. This results in a portion of the population being unable to access public services provided by the government. One of the main reasons people do not have a KTP-el is the limited access to population service facilities. This limitation can be due to physical conditions that prevent a person from performing normal activities, such as disabilities, or old age accompanied by economic constraints, making it difficult for them to reach population service centers.The government has the responsibility to ensure that all segments of society, including those with disabilities and the elderly, have equal access to population services. Efforts that can be made include providing more accessible population services for these vulnerable groups, such as mobile services, special assistance, and the use of technology to facilitate administrative processes. According to that, the Population and Civil Registration Office of Sidoarjo Regency has created a population service program conducted through a proactive approach, targeting people with disabilities and the elderly who do not yet have a KTP-el, known as the Peduli Dilan Program. With the Peduli Dilan Program, it is hoped that there will be no more barriers preventing citizens from obtaining the civil documents they need to access various public services.
