Abstract
Public service innovation has become the main focus in efforts to improve the efficiency and quality of services to the community, especially in terms of licensing services. One application of licensing innovation is by launching the Jakarta Evolution (JakEVO) application to facilitate the online licensing process at the DKI Jakarta Investment and One-Stop Integrated Services Department. This research aims to analyze and describe the impact and benefits of JakEVO innovation in increasing the effectiveness of online licensing services in DKI Jakarta. This research uses qualitative methods with data collection techniques through interviews, observation and documentation. The research results show that: 1) Relative Advantages, the JakEVO application provides benefits for the community and is easy to obtain when accessing permits. 2) Compatibility, JakEVO was declared unsuitable because the permit handling flow and permit handling time were different from the provisions in force in the Decree of the Head of the DKI Jakarta PTSP Service. 3) Complexity, the level of complexity of JakEVO according to users is quite complicated. 4) Capability Tested, before being launched to the public, JakEVO did not go through a trial phase. 5) Observability, this application is easily observable by the public to monitor the progress of permit files and makes it easier for officers to obtain detailed data regarding the number of permits entered in the application from 2020 to 2023, so the existence of the JakEVO application has not been able to improve online licensing services in DKI Jakarta..
