Abstract
Performance measurement is a very important part of the company organization to find out the company's position and the competition to improve performance. Performance measurement is usually done at the end of a period, it can be daily, weekly or annually. BUMN (State-Owned Enterprises), namely Perum Perhutani, East Java Regional Division, only traditional performance measurements (financial aspects), while during the current conditions (Covid-19 virus pandemic) it is necessary to measure overall performance by involving stakeholders, so Perum Perhutani Regional Division East Java can improve performance and can get through difficult times and economic uncertainty. For this reason, a research is needed to identify the needs of stakeholders to become KPI (Key Performance Indicator) with an Integrated Performance Measurement System (IPMS) approach, as well as knowing the priority indicators by weighting with the hierarchical method of pairwise comparison of the Analythical Hierarchy Process (AHP). The output obtained in this study is a performance indicator needed in measuring the performance of Perum Perhutani East Java Regional Division.
