Abstract
Sidoarjo Regency and Bojonegoro Regency have high economic potential and a high level of individual mobility, resulting in a high demand for train travel between the two cities. Despite the public's interest in train travel, the operation of the Local Economy Train on the Sidoarjo - Bojonegoro route has not yet provided optimal service, such as leaking air conditioning, excessively long travel duration, and uncomfortable seating facilities. This research aims to determine the appropriate fare for the Local Economy Train service on the Sidoarjo – Bojonegoro route. This study will use the willingness to pay method to determine a reasonable fare, taking into account the passenger load factor, subsidized distance fares, and passenger satisfaction assessment. The research will evaluate various aspects related to the services and fares of the Local Economy Train on the Sidoarjo - Bojonegoro route, using both quantitative and qualitative approaches. The load factor value of the Local Economy Train on the Sidoarjo - Bojonegoro route in 2021 was 74.83%. The factors influencing people's willingness to pay for the Local Economy Train fare on the Sidoarjo – Bojonegoro route include punctuality, information delivery, schedule and capacity, fare, station facilities, on-board facilities, service quality of the staff, cleanliness and comfort, as well as safety and security factors. The results of respondent assessments indicate that the facilities and services on the Local Economy Train on the Sidoarjo - Bojonegoro route scored above 70%, indicating satisfactory performance. The willingness to pay value for a journey on the Local Economy Train route from Sidoarjo Station to Bojonegoro Station with the existing fare of Rp 6,000 is Rp 7,219.44. Meanwhile, for the journey on the Local Economy Train route from Sidoarjo Station to Bojonegoro Station with the existing fare of Rp 12,000, the willingness to pay reaches Rp 12,321.2. The subsidized distance fare for a journey on the Local Economy Train route from Sidoarjo to Bojonegoro for a distance of 133 km is Rp 10,773.
