Abstract
The implementation of e-government is one of the government's efforts to improve the quality of public service delivery through the utilization of digital technology. In Sidoarjo Regency, this effort is manifested through the Sistem Informasi Pelayanan Rakyat Sidoarjo (SIPRAJA) application. However, the presence of a number of user complaints indicates that the application's utilization still faces various obstacles in driving public acceptance. Therefore, this study was conducted to identify the factors influencing the acceptance of the SIPRAJA application by applying a Modified UTAUT model. This research employed a quantitative approach through a survey involving 432 respondents using a purposive sampling technique. The obtained data were analyzed using the PLS-SEM method and the One-Way ANOVA test. The results of the analysis show that Effort Expectancy, Ethics of Internet, and Facilitating Conditions have a positive and significant effect on Behavioral Intention. Trust of System is proven to have a positive and significant effect on Performance Expectancy and Social Influence, but it does not show a significant effect on Behavioral Intention. In addition, Ethics of Internet acts as a moderating variable that significantly weakens the relationship between Trust of System and Behavioral Intention, Performance Expectancy, and Social Influence. Based on demographic characteristics, Study Qualification shows a significant effect on Behavioral Intention, whereas Age and Gender do not show a significant effect.
