Abstract

This study aims to analyze the effect of Health Sector Government Expenditure, Education Sector Government Expenditure, and the Open Unemployment Rate (OUR) on the Human Development Index (HDI) in Brebes Regency for the period 2010–2024. Using a quantitative approach with multiple linear regression analysis, this study uses annual time series data from the Central Statistics Agency (BPS) and the Directorate General of Fiscal Balance (DJPK) of Brebes Regency. The results show that Health Sector Expenditure has a positive and significant effect on HDI (Prob. 0.0256, coefficient 0.008204), Education Sector Expenditure has a positive and significant effect on HDI (Prob. 0.0132, coefficient 0.009074), while OUR has a positive but not significant effect on HDI (Prob. 0.6019). Simultaneously, the three independent variables have a significant effect on HDI with an F-count of 31.768 and a significance of 0.000010. The R-Square value of 0.8965 indicates that the independent variables are able to explain 89.65% of the variation in HDI, while the Adjusted R-Square is 0.8683. In conclusion, Health Sector Expenditure and Education Sector Expenditure are the main factors influencing the increase of HDI in Brebes Regency. Keywords: Health Sector Expenditure, Education Sector Expenditure, Open Unemployment Rate, Human Development Index
