Abstract
Roads are a vital infrastructure component supporting public mobility. When carrying out road repairs, the Surabaya City Water Resources and Highways Agency faces challenges in prioritizing repairs due to the large number of road segments requiring attention, budget constraints, and an assessment process that remains manual and tends to be subjective. This study aims to develop a web-based Decision Support System using the Analytical Hierarchy Process (AHP) and the Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) to assist in objectively determining road repair priorities. The AHP method is used to determine the weights of six criteria—repair cost, road damage level, road segment length, road segment width, traffic volume, and public complaints—while the TOPSIS method is used to rank 50 road segments in Surabaya. The system was developed using the waterfall method and implemented using the Laravel framework. AHP calculation results indicate that the road damage level criterion holds the highest weight at 38.65%, followed by public complaints (23.94%), repair cost (14.05%), traffic volume (12.66%), road segment length (6.95%), and road segment width (3.75%). Subsequently, TOPSIS calculations established a road repair priority ranking, with Jl. Tanjungsari achieving the highest preference value (0.8075452485), followed by Jl. Margomulyo (0.7825372939) and Jl. Pegirian (0.7603761311) as the top three priorities. Validation results show that the system's calculations match manual calculations, while Black Box Testing confirms that all system features function according to requirements. Thus, the developed system is capable of providing objective and accurate road repair priority recommendations and supporting the decision-making process at the Surabaya City Water Resources and Highways Agency.
