Abstract

The Tuban Elegant, Safe, Comfortable, and Integrated Community Transportation Program Generation 2 (Si Mas Ganteng) is a free public transportation service provided by the Environmental and Transportation Agency of Tuban Regency, including Feeder 13 serving the Kerek–Merakurak route. However, its utilization remains relatively low and fluctuates compared to other feeder services, indicating the need for further evaluation. This study aims to evaluate the implementation of the Si Mas Ganteng Generation 2 Program on Feeder 13 in Tuban Regency. A qualitative descriptive approach was employed, referring to William N. Dunn’s policy evaluation criteria: effectiveness, efficiency, adequacy, equity, responsiveness, and appropriateness. Data were obtained through semi-structured interviews, observations, and documentation. Informants were selected using purposive sampling and included Transportation Agency officials and staff, a feeder driver, and service users. The findings reveal that the implementation of Feeder 13 has not been fully optimal. The program is appropriately targeted toward areas characterized by high accident risks and limited public transportation access. Nevertheless, several obstacles remain, including inadequate public outreach, limited shelters and stopping points, the absence of measurable budget-efficiency indicators, unequal service coverage, and no dedicated complaint mechanism. The study recommends strengthening socialization, periodically reviewing routes and schedules, improving supporting infrastructure, and establishing a dedicated complaint channel to enhance service quality and program sustainability.
