Abstract
Child violence remains a problem in the fulfillment and protection of children's rights as mandated by the Convention on the Rights of the Child (CRC). Mojokerto Regency has received the Child-Friendly District (Kabupaten Layak Anak/KLA) designation; however, cases of child violence are still reported, indicating that the implementation of the KLA Program needs to be evaluated. This study aims to evaluate the Child-Friendly District (KLA) Program in reducing child violence in Mojokerto Regency. This study employed a qualitative method with a descriptive approach. The data consisted of primary and secondary data obtained through interviews, observations, and documentation. The research informants included DP2KBP2, the Health Office, the Education Office, the Social Office, the Population and Civil Registration Office, and the Children's Forum of Mojokerto Regency. The analysis employed six policy evaluation criteria proposed by William N. Dunn, namely effectiveness, efficiency, adequacy, equity, responsiveness, and appropriateness. The results show that the KLA Program has been implemented through various programs for the fulfillment and protection of children's rights, but its implementation has not been fully optimal. The effectiveness and appropriateness of the program have been achieved, but the reduction in child violence cases has not been consistent. Efficiency, adequacy, equity, and responsiveness still face challenges related to budget integration, limited resources, service access, socialization, and case reporting. Evaluation is needed to strengthen program coordination and integration as well as equitable access to child protection services. Keywords: Policy Evaluation, Child-Friendly District, Child Violence.
