Abstract

The Mojokerto City Government, through Mojokerto City Regional Regulation Number 24 of 2019 concerning the Mojokerto City Tourism Development Master Plan for 2019–2024, stipulates in Appendix III that Sekarsari Swimming Pool is included in the revitalization category. The presence of new facilities and a more attractive atmosphere has led residents to once again consider Sekarsari as a recreational option within the city. However, visitor numbers at Sekarsari Swimming Pool remain fluctuating. This study aims to analyze the effectiveness of Sekarsari Swimming Pool revitalization. This study uses a descriptive qualitative approach. Data were collected through interviews, observation, and documentation, and analyzed using Nugroho's (2011) theory of policy effectiveness, which encompasses five main indicators: appropriate policy, appropriate implementation, appropriate target, appropriate environment, and appropriate process. The research results indicate that the revitalization of Sekarsari Swimming Pool has been quite effective, with policies aligned with the challenges faced, effective division of tasks and coordination between implementers, improved quality of the tourist area, making it more organized and comfortable, internal and external environmental support for management, and policy implementation supported by facility maintenance, promotion, and collaboration with various parties. Overall, the revitalization has contributed to improving the management and development of Sekarsari Swimming Pool as a tourist destination in Mojokerto City.
