Abstract
The high number of out-of-school children (ATS) in Surabaya City prompted the Surabaya City Government, through the Education Office, to implement the KRISNA Program (Equality Present for the People of Surabaya) as an effort to expand access to equivalency education for children who cannot access formal education. This study aims to determine and analyze the evaluation of the KRISNA Program in reducing the number of out-of-school children in Dupak Village, Surabaya City. This study uses a qualitative descriptive method with the CIPP evaluation model (Context, Input, Process, Product) developed by Stufflebeam. Data collection was carried out through interviews, observations, and documentation with informants consisting of KRISNA Program implementers from the Surabaya City Education Office, PKBM managers, tutors, and students. Data analysis used the interactive model of Miles and Huberman, while data validity was tested through triangulation of sources, techniques, and time. The results indicate that in the context aspect, the KRISNA Program is in accordance with the needs of out-of-school children who face economic, family, and social environment constraints, low learning motivation, and limited access to formal education. In the input aspect, the program is supported by human resources, regional budget (APBD) funding, facilities and infrastructure, and cross-sector coordination. However, the number of tutors and learning facilities is still inadequate. In the process aspect, program implementation includes socialization, data collection, outreach, participant verification, learning, mentoring, monitoring, and reporting. However, implementation still faces obstacles in the form of low participant motivation and attendance, technical problems in the reporting system, and suboptimal reporting from PKBM. In the product aspect, the KRISNA Program has expanded access to equivalency education, increased participant motivation, discipline, and self-confidence, and strengthened the management of out-of-school children through more structured coordination and data collection. However, the program is not yet fully optimized because there are still out-of-school children who have not been reached or are not yet willing to participate in equivalency education. Therefore, strengthening the aspects of outreach, mentoring, monitoring, and reporting is needed to optimize program implementation.
