Abstract

The Commuter Line is a form of mass transit that plays a vital role in supporting public mobility along the Surabaya–Kertosono route. The high demand for travel must be supported by strong operational performance and fares that align with passengers’ ability and willingness to pay. Therefore, an evaluation of operational performance and fare feasibility is necessary to assess service conditions and the affordability of fares for passengers.This study aims to evaluate the operational performance of the Surabaya–Kertosono Commuter Line based on Ministry of Transportation Regulation No. 63 of 2019 and to analyze fare appropriateness based on Ability to Pay (ATP) and Willingness to Pay (WTP). Data collection was conducted through operational observations and the distribution of questionnaires to passengers. The operational performance analysis covers transport capacity, load factor, headway, and travel time, while the fare analysis was conducted using the ATP and WTP methods, with data processing based on representative values and frequency distributions.The results of the study show that the transport capacity is 848 passengers per train consisting of eight cars, with an average load factor of 66%. The average headway is 2 hours and 20 minutes, and the travel time for the Surabaya Gubeng – Kertosono route is 2 hours and 58 minutes, consistently adhering to the operational schedule. The average ATP value is Rp18,291.05 per trip, while the average WTP value is Rp14,112.21 per trip. With the existing fare of Rp12,000, the relationship is Existing Fare < WTP < ATP. This indicates that the existing fare remains below the average passenger’s ability and willingness to pay; therefore, the Rp12,000 fare is still considered affordable and should be maintained based on ATP and WTP considerations.
