Abstract

Indonesia is the second-largest maritime nation in Asia and the largest country in Southeast Asia, boasting 17,508 islands and a coastline stretching 81,000 kilometers. It maintains an Exclusive Economic Zone extending 12 nautical miles from its coastline. It is designated as Asia's second-largest maritime nation because its marine territory exceeds its land area; Indonesia's marine area covers 5.8 million square kilometers, representing approximately 70% of the country's total territory. One of the challenges facing the Indonesian government is illegal fishing—specifically the use of trawl nets. In the Gresik region—specifically in Campurejo Village, Panceng District—fishermen continue to use trawl nets despite various efforts by the Gresik Regency Fisheries Agency to prevent this practice. Although the Agency frequently conducts outreach and education regarding the ban on trawl nets, some fishermen persist in using them. To date, there is no record of fishermen caught using trawl nets actually facing the sanctions stipulated in Article 85 of Law No. 45 of 2009 concerning Fisheries; instead, they are merely detained for periods ranging from 24 hours to three days for the purpose of guidance and counseling.
