Abstract

Developing heritage tourism is a strategy used to preserve historical heritage while simultaneously improving the well-being of local communities. Kampung Peneleh in Surabaya is a historic area featuring various heritage sites such as Bung Karno’s Birthplace, the H.O.S. Tjokroaminoto Museum, Jami’ Peneleh Mosque, Langgar Dukur Kayu, the Peneleh Dutch Cemetery, and the Jobong Well that serve as tourist attractions. This heritage tourism presence impacts local residents' lives in both economic and social terms. This study aims to analyze the socio-economic impacts on the local community resulting from the development of Kampung Peneleh as a heritage tourism attraction in Surabaya. A qualitative research method with a descriptive approach was employed. Data collection techniques included observation, interviews, and documentation. Informants included the Head of the Tourism Awareness Group (Pokdarwis), the Kampung Peneleh MSME Coordinator, and local residents who were either involved in or affected by heritage tourism activities. Data analysis involved data reduction, data presentation, and conclusion drawing. The results indicate that developing Kampung Peneleh for heritage tourism has generated positive economic impacts, such as new business opportunities, increased MSME activity, expanded employment prospects, and higher incomes for residents directly involved in tourism activities. Furthermore, heritage tourism has fostered social benefits, including heightened community awareness regarding the importance of historical and cultural preservation, a growing sense of pride in local identity, and increased social interaction between residents, tourists, and external parties. Community participation in tourism management has also shown positive progress through involvement in Pokdarwis activities, MSMEs, and various heritage area preservation efforts. However, the study also found that the economic benefits gained by the community are not yet fully equitable, and there remain residents who are not actively involved in tourism activities. Key words: Socio economic impact, heritage tourism, Kampung Peneleh
