Abstract
DAMRI Bus is a public transportation service operating on the Juanda Airport Terminal 1–Terminal Bunder Gresik route. Improving the quality of public transportation services requires an evaluation of both service performance and the appropriateness of the existing fare. This study aims to assess passenger satisfaction using the Importance Performance Analysis (IPA) method and to evaluate the feasibility of the current fare based on Vehicle Operating Cost (VOC), Ability to Pay (ATP), and Willingness to Pay (WTP). A quantitative descriptive approach was employed, utilizing primary data collected from questionnaires completed by 100 passengers and secondary data provided by Perum DAMRI. The IPA results with the highest conformity level (88.89%) achieved by the attribute related to the provision of clear information on bus arrivals, departures, and schedule changes. In contrast, the lowest conformity level (81.88%) was recorded for the availability of complaint and safety facilities on board. These findings suggest that the overall service performance has generally met passenger expectations, although several service attributes still require improvement. The fare analysis indicated that the VOC was IDR 40.174,87 per trip, the ATP was IDR 57,283.33 per trip, and the WTP was IDR 74,750.00 per trip. The current DAMRI Bus fare of IDR 70,000.00 per trip is higher than the ATP value but lower than the WTP value, indicating that it is adequate to cover operating costs while remaining acceptable to passengers based on their willingness to pay. Therefore, the existing fare is considered appropriate to maintain, accompanied by continuous improvements in service attributes with lower conformity levels to further enhance passenger satisfaction.
