Abstract

The employment relationship between casual daily workers and employers gives rise to rights and obligations that must be fulfilled by both parties, including the workers’ right to receive wages as compensation for the work they have performed. In the practice of event organizing, the fulfillment of daily casual workers’ wage rights still faces various problems, such as the absence of written employment agreements, unclear wage mechanisms, and delays in wage payments, which have the potential to reduce legal certainty and protection for workers. This study aims to analyze the implementation of legal regulations regarding the wage rights of daily casual workers at the 2025 Ekspektanica Carnival in Surabaya, as well as the role of the Surabaya City Labor Office in protecting daily casual workers in the event organizing sector. The study employs an empirical-juridical method using a regulatory approach, a conceptual approach, and a case study approach. Data were collected through interviews, questionnaires, and a literature review of laws and regulations, books, and scientific journals. The results of the study indicate that the implementation of legal regulations regarding wage rights has not been optimally carried out because employment relationships are still based on verbal agreements without written employment contracts, there is a lack of certainty regarding wage components and payment mechanisms, and wage payments are delayed by up to five months after the work is completed.
